When this country was still moving, humanity shifting from foul dank miserable tenements to open spaces with clean air and light there was need for rules to govern actions so the rude would not over run the sane. The solar system’s inhabitants had moved out for new systems or closer in to a cooling sun many centuries before and only a small group remained on the inner planets. Mars was for the toughest of them and enforcers of rules were as cruel as the red dust that made machinery whine on the surface when synthetic lubricant ran low but synthetic mind benders were still cheap.
